In March 2015, the Illinois Department of Healthcare and Family Services (HFS) published a draft Statewide Transition Plan (STP) for the State's compliance with the Centers for Medicaid and Medicare Services (CMS) Home and Community-Based Services (HCBS) Rule 42 CFR 441.301(c)(iii).
This rule requires that all federally approved 1915(c) waiver settings meet new federal requirements defining home and community-based settings.
